Housing Choice Voucher Program Director

The Housing Authority of the City of Wilmington North Carolina is seeking a qualified individual to direct, coordinate, oversee, and supervise the day to day operations of the agency’s   Housing Choice Voucher Section 8 Program.

This position is responsible for the day-to-day operation and management of the Section 8 Housing Choice Voucher Program. Ensures that all department policies and procedures are consistently applied and that program is in compliance with federal regulations and program procedures. Works with landlords and clients to meet program objectives within limits of established rules and regulations. Ensures Housing Assistance Payments (HAP) to landlords, Utility Allowance Reimbursement (UAP) to tenants and general payments to vendors are processed timely and in accordance with policy and procedures. Reviews Section 8 Management Assessment Program (SEMAP) indicators regularly for compliance.  Prepares documentation for audits. Oversees the monthly processing of portability billings to ensure timely payments.  Responsible for rent comparability analysis and calculation of utility allowances. Acts as a liaison between landlords, program participants and the Finance department in settling financial related problems. Ensures internal quality control audits are conducted accordingly. Assist with the development and implementation of the Housing Choice Voucher Section 8 Administrative Plan. This position is responsible for the supervision of a staff of 12 clerical, technical and professional employees.

MINIMUM REQUIREMENTS: Ability to understand policies, regulations and procedures as set forth by the Authority. Ability to maintain effective communications with staff, tenants and community service organizations. Candidate will develop proactive strategies to achieve the highest level of program potential. Bachelor’s Degree in Management and or Business Administration, 2 years supervisory experience. Experience in private or public property management and or Housing Choice Voucher Program or equivalent relevant administrative experience in business or public housing. Candidate must possess a valid driver’s license.
