PROPERTY VIABILITY ASSESSMENT

The Housing Authority of the City of Wilmington North Carolina (WHA) is interested in receiving proposals for conducting a Property Viability Assessment of the Agency’s Real Estate and developing a strategic plan to guide capital investments in properties that meets the long-term needs of the Authority’s low-income residents. WHA was the first housing authority in North Carolina, and today manages 977 Public Housing Units.  All WHA public housing properties are to be included in the Property Viability Assessment (please see attached property listing).
 
WHA is seeking a consultant to assist the agency in developing a strategic plan aimed at creating a portfolio of diverse properties that serve different market segments and do not rely on a single source for operating subsidy.

A Request for Proposal packet explaining in detail the submission requirements, evaluation factors, etc., will be available for pick up beginning on Friday, December 5, 2008 at the Central Office of the Housing Authority, 1524 S. 16th street, between the hours of 8:30 a.m. and 4:00 p.m., Monday through Friday, by contacting the Contract Division Laurette Corbyons at 341-7700, extension 247 or e-mailing corbyonsl@wha.net.  Technical questions should be directed to Glenn Floyd, Director of HEO at 341-7700, extension 228 or e-mailing glenn.floyd@wha.net

All proposals must be received by the Contract Division located at the Central Office no later than 4:00 p.m. on Monday, January 12, 2009.  LATE PROPOSALS WILL BE REJECTED.

All proposals and other material submitted become the property of the WHA, including detailed price and cost information; will be held in confidence during the evaluating process, at the request of the bidder in writing.    After the evaluating process, proposals will become public information.

WHA reserves the right to reject any or all bids or to waive informalities in the bidding.

DEPOSITORY SERVICES

The Housing Authority of the City of Wilmington North Carolina (WHA) is requesting proposals from banks in Wilmington to provide the depository and banking services of the agency.  The Bank shall provide full banking services including but not limited to checking, savings and investments.  The term of service will be for three (3) years.

After WHA reviews your written proposal, you may be requested to make a verbal presentation and to answer pertinent questions.  Staff will rank the proposal and interview in accordance with evaluation factors, content and clarity, and responses to the questionnaire that is a part of this Request for Proposal.  Proposals must clearly provide information requested in the questionnaire.  Information to assist in the development of proposals, are included in the questionnaire.

We look forward to receiving your proposal for our banking service, will gladly answer any questions you may have. 

The Authority reserves the right to accept or reject any and all proposals and to make the final determination as to the bank’s ability to provide the services request herein.   In the case of duplicate, similar, or equal proposals, the decision of the Authority will be final and shall be based on its best judgment.  Price alone will not be the sole determining criteria in the proposals selection.  WHA will accept the proposal of the bank with the most responsible that in the judgment of the Authority best meets WHA’s needs.
