HCVP House

The WHA HCV Program, formerly called Section 8, is a HUD funded program that provides rental assistance to low-income families in New Hanover County. This assistance is to help families obtain decent, safe, and sanitary housing that they would not otherwise be able to afford. Unlike Public Housing, the HCV Program allows families to live anywhere they want as long as the owner agrees to rent to the voucher holder and agrees to abide by the terms of the Housing Assistance Payment (HAP) contract.  The amount of rental assistance paid is determined by several factors including the family’s income, the amount of rent the owner is requesting, the utilities the family is responsible for paying, the voucher size the family is issued. Depending on the calculation, the WHA may pay part or the entire rental amount. If the WHA pays all of the rent, there may also be assistance to pay utilities given to the family.  The Code of Federal Regulations stipulates most of the program requirements, specifically 24 CFR 982.
